Thinking on it, It may have something to do with the Exhibitionist setup. At least that's when I think it started happening for me.
Oh, that would make sense.
My Sam (who is also Exhibitionist) did remove her top once, said "oops" and put it back on. I suppose she might decide to stay exposed sometimes.
