I think you’re referring to Lady Naza (hell, maybe I’m remembering her name wrong)
Anywho, it’s the noble who sends you the yellow tulip that’s a sign of respect.
When you reach the chapter where you go over the applications for the Imperial Court (CH. 10? 11? Somewhere around that), Lady Naza will be one of the last people to come in, and there’s literally just a choice at the end of her ‘interview’ where you decide to appoint Naza as your Minister of Defence or not.
