If I remembered correctly, you just need to reach to a certain likes from Victoria and Feliar, so they could be your allies while fighting the witch (i think it's 45-55 likes)
that is correct it is recommended to give atleast two romance books to Victoria and the likes up to 60 or higher. Feliar is easy just give him the love potion and or alot of exotic coffee. I got him up to +100 likes in like 5 days haha
