No, that slavery setting in Central is not related to it.
Did you do the events to open the border on Dorgania's side by them repair the watchtower? If there are still barricades in front of the bridge between north Dorgania and north Central than you still need to take care of that. (The "open borders" in the requirements mean that they have to be open on both sides, not just yours.)
