well clearly not because my issue is im only getting tits+penis (which is the one i have set higher) but the amount of times ive gotten there i should have gotten at least one of the others by now
The dragon always gets your highest one. I think ties break in favor of the one that's farther up the list. (This is based on observation, not reading the code so I may be missing a nuance.) So for default settings it'll tits/pussy all the time, but in general it'll always be your 'favorite'.
My experience would say otherwise. I think it will just conform to your preferences and the reason it seems not to may simply come down to how infrequently you interact with the dragon.
