Dev estimates that the public release will drop in 3-4 weeks.

Oh, it makes sense now.
Dev wrote that he will add more content to the game in around a week, but then on discord he posted that the public build will be available in ~3.5 weeks.
So this means that new content will be added to the game and only available for paid users until the public build comes out.
I see how you got to that conclusion, I hope it's clear now,
