you can't have sex with with kecleon! i don't remember when he talks about it, but there is a story reason why he doesn't want to do it. he is just there to cheer on smeargle~
It would be sweet if there was an option to, after learning the whole smeargle and kecleon story and you do some things right, like if the pc could earn enough trust and intimacy with the two or something ^.^
