Google is being run by a bunch of psychopaths
It seems very much like Google just wants adblocking apps gone. The system that's in place right now is fine; we have an official app store and your device warns you about the risks when you try to sideload an app. I think the impact on scamming & malware will be minimal, it's all just an excuse.
Ways around this: Android is open source, so I very much expect ecosystems to emerge that are separate from Google's influence. Everyone who wants adblocking or adult content or if they're just concerned about Google's big looming monopoly, they'll all be interested in a Google-free alternative.
The EU fined Google 3 billion euros and gave it 2 months to demonopolize its market.
From this news, we can conclude that Google will now cling even more strongly to the US market, hence all the restrictions and inconveniences for ordinary mortals.
Naturally, all free alternatives will be destroyed when they appear.
For example, in my country, a mega IT-corporation was able to push Google back only because of the sanctions and government patronage. Even in this situation, they couldn't create a competitive single app store.
It's unlikely that developers would bother to distribute their work through a Chinese or Russian store just to provide multiple ways to purchase or download their creations. Additionally, this could lead to legal issues in the long run.
