It is a bug. Kate has only 9 levels in v0.19.
Oh so how do you do her in the hot springs?
Talk to her in the Hot Springs and choose the option you want.
Like the option have fun with her its not highlighted but rather kinda dark and clicking on it it does nothing
Then that feature is not implemented yet. I thought it was, sorry.
