Hi there, I have fixed the research tab not exit-able in web now, as for Lord Biscuit, you need to build enough to activate the button to [Rebel], only then Lord Biscuit will begin to attack you. Eventually, the objectives tells you to build one turret and one barrack, and a few more rebellion structures before being able to rebel!
