Don't know what you mean by magic, but "Japes" said that Dwellers (and presumably everyone else) can use magic they are attuned to, but judging by Japes using magic for vore and soul severing, Magi casting spells, "magic circles", and the "shadow people" doing...whatever, I assume there's neutral magic spells everyone can use....? I'm gonna ask them when the subject is brought up again. I added in some curses too!
