The game's difficulty is dependent on the placement of the targets, It felt easy when they were all low on the screen and collided into the next one and most difficult when trying to reach the top corners and unable to get enough momentum in time. My high score was 40.

Agreed, for sure. I do think the difficulty should vary between runs, but it's probably a bit much.
I couldn't think of a good solution that doesn't just artificially give the player more time when a difficult layout appears, because that would feel kind of cheap.
