Do you know where the black market is?
Are you referring to "Hex, Vex, and TexMex", the book you can get from the Quest "Big Witch Energy"? If so it should be in the top leftmost slot when you open up the black market on your computer. Be warned, it is a bit expensive at $666 but you should be able to scrounge that up in a few in game days if your broke. The only reason I can think of as to why it could possibly not be there would be if you went and talked to Maxine before going to your computer and had agreed to meet up with her. Aside from the previously mentioned book I can't think of any others off the top of my head.
