If possible could you make it to where you can port windows saves to android(without rooting) if there is already a way, please tell me!

There's no way of doing it, as Android, starting from (I think) version 12 heavily restricted access to both Android/data and Android/obv folders where the game files are stored. Also the save files might differ in structure between pc and android, so you'll have to choose which platform to play on.
