That sounds like a mod conflict or game error. Havent seen or heard of anyone having that issue yet
I've tried with no mods, and the game is on the latest update (Xbox PC Game Pass). I only have 2 maps where I can't save, so it's not just your map. Maybe the game was recently updated I see the last update was on July 8.
