My highest has been 20 twice, over quite a lot of runs. I’ve never tried optimizing for it, but I’m surprised that it’s possible to get that high, especially without any Emotion skill!
My suspicion is that having Emotions skills tempts you to try Blackmail somewhere along the line and while obviously you can get enough to win that way, it will sour your reputation, so you're less likely to really sweep the Election. But I don't know! It was a surprising result!
