I'd probably say the scope is too big, and to choose your favourite aspect to make a much smaller game upon. You have to think about what skills you have, and properly feel out what you can afford to learn in your mind's unconscious timeline. If you've made a small game, you can tell what big games you can make without having to learn everything all at once, so that's why people usually recommend to start out making smaller games. So even if this might not be your first game (I don't know), I would recommend choosing an aspect of this game, and making it. Make it really fun, put your own spin on it, add some flavour.
