Yes, he did. But no, this seems unlikely to change the current situation with Itchio & Payment Processors (PPs).
The Executive Order (EO) is limited in several ways, including the fact that PP are not financial institutions (FIs) but are instead servicers. However, PP could arguably decide to comply anyway if they are perceived as engaging in discriminatory behavior. But, the current situation is due to activist groups, not because of FI regulations. The EO won't change the impact of those activist groups; it seems unlikely the PPs will care.
Also, the EO only prohibits FIs from "politicized or unlawful debanking" which might appear to apply here, but the EO's focus is not the protection of NSFW content; the EO claims to protect political or religious beliefs.
If the EO does somehow change PP willingness to process "adult" material, the EO will likely only last until the next president is elected.
Real change would probably require Congress to act. And it should be bipartisan if it is going to have a lasting impact. The other real change that is needed is to break up the duopoly of MC/Visa. It does not seem likely that any of these things will happen very soon.
All of the above will have court challenges. It might be that pushing back against the activist groups will be more effective than hoping the EO will help in this situation.
The current situation has not been handled well by anybody. We are a nonprofit org and none of our games are adult - but two are shadowbanned.* This is because, among other things, Stripe and Itchio moved ahead so quickly with their actions that affected communities did not have a reasonable opportunity to respond. The adverse impact on groups like ours might eventually involve the legal system and that is morely likely to change this mess than the EO will.
