Game appears to be broken. On second generator scene the controls never appear on the panel. Today I tried to start the game and it's perpetually stuck on "Recovered Tape Data Loaded ... " and after about 15 seconds the volume disappears.
Edit: Game magically started working again /shrug.
They do show up but you have to trigger a certain other event first ( involving completing all puzzles on second floor first) before you can interact with the other set of control panels on the first floor's generator puzzle, so its not a bug, never heard about any of this before, recommend re-downloading the game. You need to press any key to continue when the game says the data is loaded and wait, also give it time even if it seems stuck, it's not, try run the game as admin and potentially reduce game quality in settings also if you still are stuck.
