Also playing it again, at one point I tried to build tracks under the buttons and wasn't able to.  I think that was because the area looks like you can build there, so maybe covering the button area with unbuildable terrain is the easy fix for that instead of trying to make it work.  And yes I know if I go under the buttons I failed for certain due to a lack of fuel!
