Largely true, though there are a few exceptions - there are non-moodwheel assassination attempts right before the election, and the most recent patch has just added two more places where assassination attempts can occur (both having to do with large events where everyone will know exactly where Zorana is going to be, making it a prime opportunity to take a shot at her). But like moodwheel assassinations, all of these only happen if an Elector actually disapproves of you enough to want you dead.

Thanks for the clarification! I don't think I've ever seen any of these assassinations, but that might be because I've unwittingly optimized the pathing so I can get most of the votes without pissing anyone off. It definitely feels like the game is much less hostile to you than LLTQ if you play nicely. You can be as nice as you want in LLTQ and you still get mandatory assassination attempts, whereas it seems in this game if you avoid blackmail and don't do obviously inflammatory things, you can avoid most attempts.
