I have mixed feelings on this one. It keeps you playing for quite a while, but it doesn't really go anywhere in the end. I'm pretty sure I conquered all of the cities, but I didn't see any results for having done so.
Thanks for playing! We hoped to add a kind of "win" state after winning all the cities but unfortunately we just did not have the time to fully implement that. This will definitely be improved upon in the future full-release of the game!
