When you catch the ghost at the evergreen college, go to security office, Tatsuka will be there and will challenge you to a race, before accepting the challenge get 2 sodas from the soda machine at the end of right hallway at 2nd floor, order large milk at the kana's shop app on your phone, and drink it (the milk will give you a speed boost). Once you have the speed boost and the sodas you can accept Tatsuka's race challenge, drink a soda, follow the arrows, drink the second soda once the first one's effect is gone and if you have good reaction speed you will complete the quest at the first try, and you will get Tatsuka as a site assistant after that.
