Check if the appropriate setting is enabled in options. It seems like user resources only work when it is enabled. I'm not sure what it's called. Either it's a fun setup, or custom materials.
"Enable Custom Content." That is the setting. I looked at it yesterday, so I at least remember that much, thankfully.
