make sure chrome is off.. i had the same issue but realized chrome was destroying my resources. no problems after. i have a 3080

Fast update. "Texture Quality" i set it to Half size. everything else is maxed out butter smooth now!
Hey glad you figured it out! Chrome does take up a lot of Ram. If you reduce FPS cap, volumetrics and especially shadow render distance, should do the largest difference in terms of performance.
