Yeah, the bots used to have a third of the health they do now, but it ended up feeling cheap in the late game because it was super easy to one shot everything by nesting and mods, which is a feature that I personally enjoy, but didn't want to happen until later in the game, hence every character in the game being super tanky at the beginning.
(P.S. try loading up a bunch of attacks inside of one and mod and remove movement and looking entirely for level 4. He always attacks from the front, so as long as you can dump more attacks on him before he hits his big combo, you should win)
