if payment processing never comes back will you honor/allow those with valid proof of purchase to access new versions on a case-by-case basis?

Yes. I was just recently looking into how to handle that sort of thing. I have email addresses as part of the itch logs, so I can at least send an email with download links to people who have supported the game in the past. I did a similar thing when we increased price a few years back, giving people credit for the amount they previously paid so that they only needed to pay the difference.
Honestly, that would likely cover most of the player base, but there are always outliers (people who no longer use the same email, or purchase adult content with burner accounts, etc), so those people would need to contact me directly. I have no intention of keeping anyone from the game that has supported us in the past.
My usual release cycle has Itch release the newest version about 10 days after the first Patreon release, which would put it around August 10th. Assuming that payments remain down, I'll likely be sending download links out on that date.
That...is really good to hear. I was pretty shocked when I heard that you weren't going to update it on itch anymore because Lani is smoll.
