I don't know if you've tried it yet, but I had the same issue, and a VPN seemed to fix it.
Seems to work better with desktop VPN (it got to 22%), but since I was using the free version the data cap wasn't enough to download.
But I don't understand how it can even happen that games can only download with a VPN activated. This is a problem I've only ever had on Itch.io.
