Can't people in Germany create a secondary US account and gift themselves the game from that account? On steam
there is an way u first have to make an account on steam that can buy the game buy it then u have to change ur region to germany by buying something from the steam store (i just bought something really cheap) and then send that account a family invite to your steam family and login to that account and accept the steam family invite (i live in germany thats how i did it)
