You just need to go to the area where Erza is and keep entering and exiting until Erza and Lucy appear together.
Note: It is not enough to just enter and exit the room; you must go back using the mouse wheel or the back button. When you enter the room where Erza is for the first time, you will have a small chance of finding them together.
