While the general theme of the game is secretly taking upskirt pictures, it’s not required to actually show any of these for the game to work. Therefore the SFW version is indeed fully safe for work :)
"Safe for Work" means I would be comfortable showing this at work, or that I wouldn't get fired over it. There's no way anyone would be comfortable watching someone play this at work.
