I figured out a work around for the bug on win11 at least, go to the settings for the screensaver then enable classic toasters, then run it, now they will re-spawn as they should, you can even go back to the newer toasters if you want. The same with the slider for the number of toasters, it won't work the first time but the second time you open it you can adjust it. I've tested this on 1080 as well as a Samsung curve monitor with the resolution set to max and it works, I've tested it on 2 different pcs. Hope this helps.
