You need to touch the orb while in a specific form. And for a another form you can get there, you also need to have the Golden Jade Item in your possesion while being in a specific form.

In the forest of beginning, where you started in fox form, there is a secret shop, it sells hints to all obtainable transformations.

Well i got all hint(last one with inherit dragon lineage, other was ob)
Can u say please how to get Golden Jade?

Oh and also theres only 23 hints in secret shop(in total)
And i got like 24 tf and trying to get 25 with dragon lineage

Then you got all "normal" ones.

There are 3 secret tf's, hints for those are normally  only aviable in ng+ but they also can be found in the first playthrough, just very unlikely. The one you working towards is one of them.

Sure, golden jade can be found outside of the abandound labatory.
There is a stone you can break if you have dragon form.

You can upgrade your max tp in the dojo once you progressed far enough in the story, which you probaly have already.

There is a secret place in the desert. You may come across the unusable stone monument. A certain form can use them.

But first you need to find and repair the broken key fragments. The golden jade can be used there for unlocking a additional tf form. The hint shop also sells hint on the location of the key fragments if you should still be missing them.

I got all key fragment, repaired key, used monument to join dragon sanctuary, orb still does not work, and there i cant find any use for golden jade

You need to touch the orb while being in a specific form.

If i remember correctly you needed to touch it in Lizard form.
