Thanks for taking the time to share your thoughts. I agree. The "Jerry Rule" system will be overhauled in a future update - currently it's kind of a placeholder.
More than 50% of the time, I get my wish and "increased exit cost" comes after Tuesday, so the current state isn't terrible!
