You should be safe to take a picture whenever you are not within the sight of any person. If you still get a star, let me know because that is a bug then.
There is a gallery in the game, accessible through the inventory (TAB).
Explanations are made through the initial tutorial, but maybe it has to be more explicit. I will have a look at the bugs as well!
I have had multiple moments, both during the day and at night at windows where the game just immediately gave me a wanted star for no reason. (not in sight of anyone) I've tried both E and left-click and they both do it. It also seems to happen twice in a row (idk about windows cause I've never managed to find more than 2 a night) then starts working normally again. Will let you know if anything else specific happens.
Edit: to add on, I don't know if it's related, but I've also noticed some of the inputs being "delayed", as in trying to talk to a purple guy, then going to take a picture, then going to go home, only for all of those prompts to pop up when trying to go into the house, and having to go through each of them (even getting a photo even though it was night and I was at the door of the apartment) before finally getting inside. Or after talking to a purple guy going to take a picture can sometimes cause the purple guy prompt to show up instead of the "take a photo" prompt.
