Hello there,
The machine who can create bondage devices is in Lucas base. it is the cylindric shaped thing , right next to the entrance to the sleeping room.
The spa cards are all around outside, in different houses., they do get replenished by a drone who re-places them once you have taken them away.
I hope this helps a little bit.
You need to advance in the story so that the machine works . Press M to show the map and on the right side are the quests , click the very first one to select the main quest and it will mark where you need to go and what to do.
handcuffs gags etc.. they come later , they need story progression (or you can get caughty by any of the patroling gynoids)
