Yes, maybe I just need to give it a few more tries. It did seem like I got close so maybe I just need to get the timing right.
I tried again and see what I did wrong, my bad haha. I didn't realize the platform only comes all the way over the first time so you have to act fast and jump on it right away. Tried again and got past it this time!
ah yes, you can wait and it'll return the full way again eventually
