Not the first time this was suggested, don't think it's gonna happen. It took forever just to get a normal shield in the game. Your best bet at dual wielding is either

A: Being an Orc with the Berzerker class, which allows you to attack again if you kill something.

B: Become a spellsword/battle mage kind of character, which tecnically allows you to wield a spellbook and a basic sword effectively, and tecnically counts as dual wielding.

I mean, I won't lie, most the spells are very powerful, just to be able to burn all your enemies and be at a high level to do so? Just kinda breeze through a lot of the enemies, a spellsword/battle mage is pretty much useless because the spells are what will deal the most damage and with a lot better accuracy than melee stuff. But it's not good for the beginning since you can't get it to the best it could be at that very moment.

also, I only wanted to reply to this, I did kinda wish to be able to just have a Goblin with terrible physical wielding two mithril swords, guess my dreams are dashed away :(

I'm just telling you things you can do. Dual wielding doesn't mean exactly "one sword in each hand", It's a weapon in your pirmary hand, and something in your off hand. It's why parrying daggers were a thing, a well as hand axes. So, Tecnically, you could have one mythril sword, and a mythril hunting knife or axe and flavor that as dual wielding. Also, if you don't invest in magic, and intelligence, your spells will be terrible too.  And wits also boosts magic damage, so if your goblin truly is dumb, but knows magic, it could work.

Though the more you do certain things, the more your stats will naturally increase. (If you have a thief only unlock chests, they will gsin wits eventually for example)
