If we understand correctly, you are asking if there is a way to put “27191” into play when playing the “Sinister Motives” campaign. Unfortunately, there isn’t a way to do that right now.
The good news is that we plan to add “Sinister Motives” campaign in a future update. It’s on our roadmap for the release after next, so it shouldn’t be too long before it’s available.

As for playing non-Setup cards at the beginning of the game, the short answer is no. However, if you have specific cards in mind that you would like to play in this manner, please let us know which cards they are and the reasoning behind your request. If the card should be put into play in the “Sinister Motives” campaign, we will address that.
