I can see the icons for the guys you can recruit on the store page but I've never figured out how to do this in the game?

Also I haven't been able to progress Quinni's story for the past couple of updates, whenever I call her it just says she's busy.

The male-talents occur in the city. Visit the comic book store, farmer's market, and convenient store, you might have to visit at random times and they'll be there.

As for Quinni, her story triggers aka she'll call you every 5 player levels; 5, 15, 25, 35, etc.
