Is how is designed. It exports at 1:1 size. If image is 256x256 and you set 4:4 pixeatio, horizontal/vertical, it will export a final 64x64 image.
If in your game, image or whatever you are doing need a bigger one just resize to 2x,3x,4x or anything as needed.
