You can make it in with the bad passes as well; it seems to be around a 1/4 chance to get in. (Though once you unlock the quality passes of course you'll use those instead.)
There's also a cheaper way to get quality passes by combining a bad pass with an ink pen while already having a quality pass in your inventory.
