"Specific art and text from this books may not be reused or translated, unless you have explicit permission."
This implies that both the text and the art cannot be used freely.
If you are releasing the text, this changes everything and makes it much easier to create hacks, since it will not be necessary to rewrite the same basic rules in different words to avoid violating the terms of the license.
