For anyone who comes back and gets stuck at this point (like I did), then a big tip if you have literally finished everything else! Make sure you do the Holiday (Christmas) Miracle event at the training grounds (if you have non-canon events turned on). Once I finished that, after I visited Ruben again the dialogue for continuing the Black Wolf event triggered. Don't ask me why, but hey, it worked!
