Idk if it was because I did it in the dev room, but I was able to move Brookes from the 1st position again. I was able to keep doing so until I reloaded the game, at which point she was locked to the second position, which i'd put her in. Using the item hotkeys still acted as if she were still in spot 1.
Also, the moth girl shown below was completely unresponsive no matter which side I tried to interact with her from.
