You're probably right, in fact, that was originally the direction I wanted to take for the Landlord. But I wanted to explore some power dynamics.
Nothing's set in stone anyway!
After all, in Chapter 1 he was kind of a jerk. But when I wrote him in Chapter 2, I though that the random Landlord jerk wasn't what I wanted, so I changed it.
