The dungeon cottage blueprints are currently the end of the tent progression, yes. There are no plans to continue with the cottage until after the academy has been put in (which is planned for 2 updates from now).
The blueprint pieces become the final blueprint when you collect 10, then the cycle continues. You only need to keep them if you're trying to get enough inventory items to upgrade Kermit.
