Yeah, we had foundation-based tries here in Germany, Finland did well, the US did well, Canada did well, everybody did well in the tests. It just never took hold so far. And in the current debate climate I think the self-cenetered, self-righteous "everybody but me will be lazy" and "we cannot pay lazy people" are prevalent, baseless as they are.
