You must deliver 3 letters, one to the bikini shop (Solina), one to the bathhouse (Tarkas) and one to the slums (Tarkas). near the temple. Look for maiboxes in these areas.
Are there <span class=" tta_align" data-bm="60" <there<="" span="">any</span> restriction?
There shouldn't be any restrictions, simply intereact with each mailbox, and you should be good to go when you return to Nelson.
