Could you expand a bit on these mechanics, or perhaps provide an example of an action? This blurb seems to imply there is no RNG during action resolution, and I am wondering how that would work out in practice.

There is in fact no RNG during action resolution. You add up your modifiers and compare them to a difficulty value for the action (commonly your target's total modifiers) and the action succeeds if your total exceeds the difficulty. If it isn't high enough, you can add a negative effect (such as taking a condition or breaking equipment, each action type has a list) to give the check a bonus and succeed at cost to yourself.
